Leon Casino is operated offshore by Jade Reef Ventures Corp. (Belize) under an Anjouan licence (No. ALSI-202410001-FI1). In Manitoba the licensed local channel runs through Manitoba Liquor & Lotteries under the LGCA; Leon is outside that. Manitobans can reach offshore sites, but that play is a grey area, not a regulated provincial product.
The Manitoba picture in plain terms
Manitoba's gambling framework is overseen by the Liquor, Gaming and Cannabis Authority (LGCA), with Manitoba Liquor & Lotteries acting as the provincial operator. Leon Casino is none of those - it is an Anjouan-licensed (No. ALSI-202410001-FI1) brand run by Jade Reef Ventures Corp. from offshore. Manitoba players commonly access sites like Leon, so the realistic framing is: the LGCA-supervised provincial channel is the licensed option, and offshore play is the grey-area alternative.
We deliberately avoid saying Manitoba "allows" or "bans" Leon in absolute terms. What is accurate is that Manitoba Liquor & Lotteries is the licensed local alternative, and an offshore operator answering to the Anjouan regulator is a separate, unregulated-in-Manitoba path.
Welcome offer and the source discrepancy
The advertised welcome runs up to C$4,500 across three deposits: 100% up to C$500, 70% up to C$1,000 and 150% up to C$3,000. A Manitoba reader should note that one source instead lists a 100% up to C$300 first deposit, so the figures are not settled - check the live terms. Minimum deposit is C$20 and wagering is 35x within 30 days. More detail sits on our welcome bonus page.

Paying in and cashing out from Manitoba
Interac and Interac e-Transfer - the rail most Manitobans use online - are supported, alongside cryptocurrency. Our Interac deposit guide has the mechanics. Withdrawals clear only after KYC verification, quoted at 1-2 hours for crypto and 1-3 days for cards and e-wallets.
For every supported method side by side - Interac, crypto and the processing times for each - see the full deposit and payment guide.
Studios behind the 4,000+ lobby
The library is listed at 4,000+ games from 70+ studios, with Pragmatic Play, Evolution, NetEnt and Yggdrasil named among suppliers. Those are the specifics a Manitoba player can confirm inside the lobby.
The reputation caveat
Leon's public Trustpilot rating is 3.0 out of 5. This guide works from published sources, not its own payout records, so a Manitoba reader should treat that middling score and the licensing facts as the evidence base rather than a cashout guarantee.
